The Colorado Division
of Water Resources assembled a team of experts in
groundwater, surface water, land use and
conservation practices, and GIS to aid in the
engineering and technical defense in an interstate
compact litigation before the United States
Supreme Court. Tom Liebert headed the GIS
consulting effort assisting the Colorado DWR and
the Colorado Attorney Generals Office in a
vigorous defense protecting the interests of the
state and Colorado water users.
In addition to spatial data management, project tasks
included agricultural consumptive use (water) estimation, and
the analysis of state water use permit records.
Major project deliverables included a web-based field notes
map linking surface water descriptions and photographs to
basin locations; the design and organization of a field and
crop survey of 10% of the basin area and the compilation, digitization and statistical analysis of those field survey forms. A satellite
land use/land cover study and irrigated acreage determination
was produced with excellent accuracy for the 7,800 mi2 river basin.
A settlement was reached in November, 2002.
