Tom Liebert is a consulting geographer and Geographic Information Systems (GIS) expert with 16 years of experience providing hydrologic and environmental data management, environmental litigation support and web-based map applications development to federal, state, non-profit organizations and private clients throughout the U.S.

Web Mapping Application Development

Mr. Liebert has lead a team in collecting GIS data and digitizing nearly a million miles of outdoor recreation trails and park boundaries across the US and serving these data to outdoor recreation enthusiasts via Google Maps in a social networking web site. He has developed a geographic place name search engine as a proof-of-concept demonstration.

Both Open Source and Commercial GIS Expertise

Mr. Liebert's technical skills in GIS include expertise in commercial GIS software (ArcGIS/ArcMap, Mapinfo, ArcView), open source tools (Quantum GIS, Mapserver) environmental database and geodatabase design and administration (MS Access, SQL Server, Postgres/PostGIS, MySQL), web mapping applications (OpenLayers API, Google Maps API, Mapserver) and related technologies utilizing Linux OS and Apache, PHP5 and the CodeIgniter framework. His programming skills include VB, C#, Avenue, Map Basic, PHP, javascript, modern AJAX techniques and has extensive experience with numerous data formats.

Environmental Subject Matter Expertise

 Mr. Liebert has been recognized as a subject-matter expert in GIS by the US Supreme Court (Kansas v. Nebraska and Colorado), made significant technical contributions using GIS to ground breaking environmental litigation, and the environmental assessment of largest private industrial site in the US. He introduced innovative environmental data processing to the largest raw water supplier in the US, and has applied his expertise in GIS and data management to US DOE site closures at Rocky Flats and the Hanford Site in addition to leading GIS teams on numerous mining and hydrologic, and environmental clean-up projects in Chile, Dominican Republic, and the United States.

In 2002 Mr. Liebert's team won citation from the US EPA for work bringing stakeholders together using a collaborative GIS system to plan environmental remediation and restoration at an oil refinery.

Munincipal GIS Experience

Mr. Liebert has worked with municipalities to develop their parcel map and tax database programs, and political action organizations developing on-line access to demographic and legislative data.
